Tax Code reform: approval and partial veto
The National Assembly approved the Organic Law Amending the Tax Code on 6 October 2026, and the President issued a partial veto on 13 October.
- Update of 20 October: the Assembly accepted the veto and the law was published in Official Gazette No. 392 on 19 October; it has been in force since that date. See the alert on its publication.
- The reform does not create, modify or abolish any tax. It strengthens the principle of legality, organizes notifications, sets time limits for claims and reviews, and aligns enforced collection with the COGEP (Organic General Code of Procedure).
- The veto concerned only the penalty for failing to report foreign assets in the net worth return: the fixed fine was replaced with a penalty of 0.5% of the unreported assets, capped at 2,075 basic wages.
- The time limit for the extraordinary review appeal on grounds 1 to 4 is reduced from three years to one.
